The Five-Year Plan encompasses an extensive investment program for projects that have been under review for over a decade. The agricultural strategy focuses on reevaluating the economic potential of agriculture. Rather than striving for complete self-sufficiency, which would necessitate significant imports, the Plan aims to stabilize agricultural production and enhance productivity through significant investments in irrigation. The industrial sector is expected to generate a substantial surplus for export, especially through the rapid exploitation of phosphate resources. The Plan demonstrates the government's commitment to pursuing a path of high growth aimed at fundamentally restructuring the economy, reducing dependence on foreign budget support and transfers.
Hussein bin Talal (1935–1999) was King of Jordan from the abdication of his father, King Talal, in 1952, until his death. Hussein's rule extended through the Cold War and four decades of Arab–Israeli conflict.
