City of Labour Valour is a Russian honorary title assigned to cities who had an outstanding record of uninterrupted production of military and civilian products at industrial enterprises during World War II. It was established by federal law dated to 1 March 2020. The title is awarded by decree of the President of the Russian Federation. It was created as part of the diamond jubilee celebrations of the end of the war in 2020. It was awarded to twenty Russian cities. This distinction corresponds to the distinction of Hero City and City of Military Glory.

There are many privileges that come with being awarded with the title. In a city that was awarded the title, a stele is installed with the coat of arms of the city. On public events such as Labour Day, Victory Day (9 May) and their individual City Day, the city is entitled to host a fireworks show.

Depicts the inscriptions along the circumference: BANK OF RUSSIA at the top and ‘2024’ at the bottom, branches of the bay tree and oak tree on the left and right respectively. The number ‘10’ and the inscription RUBLES in the centre. The digit ‘0’ features a security element inside in the form of the figure ‘10’ and the inscription RUB visible at various viewing angles to the coin surface. The Moscow Mint trademark at the bottom.

Tomsk, the administrative center of Tomsk Oblast, is located on the Tom River. Founded in 1604, Tomsk is one of Siberia's oldest cities and a significant educational hub with six state universities, including Tomsk State University. Awarded the honorary title City of Labour Valour for its contribution during the Great Patriotic War, Tomsk hosted over 30 evacuated enterprises and 50,000 people, and provided medical aid to more than 100,000 wounded. Tomsk enterprises produced vital war materials, including tank, plane, and submarine engines, gas masks, manometers, and military clothing, significantly contributing to the war effort.

The monument "To the Workers on the Home Front and Children of War" in Tomsk was unveiled on October 4, 2014, at Victory Alley on Novosobornaya Square. This monument honors the women and young people who contributed to the victory during World War II. The idea was proposed by war veteran Porfiry Glazyrin in 2012 and supported by the local community, with the project costing 4.8 million rubles, partially funded by Tomsk residents. The sculpture, created by local artists Dmitry Zheltov, Vladimir Romanov, and Maxim Petrov, depicts a woman holding a shell and a boy handing her another, symbolizing the contributions of young workers. The 3.5-meter tall monument features a brown granite pedestal with a plaque reading: "To the Woman and Adolescent Who Forged Victory on the Home Front, 1941–1945."
