The Committee of Ministers of the Council of Europe is the organization's main decision-making body, consisting of the Foreign Affairs Ministers of all member states or their permanent diplomatic representatives in Strasbourg. This body serves as both a governmental platform for discussing national approaches to societal issues and a collective forum for crafting Europe-wide responses to such challenges. It collaborates with the Parliamentary Assembly to safeguard the Council's core values and monitors member states' compliance with their commitments. Observer states in the Committee include the Holy See, Japan, Mexico, and the US.
In 2021, Hungary held the Chairmanship of the Committee of Ministers from May to November, with Péter Szijjártó, the Hungarian Minister of Foreign Affairs, serving in this capacity. During this period, Hungary's leadership focused on addressing key European challenges and upholding the Council's values. The structure of the Committee includes each member state's Foreign Affairs Minister, a Permanent Representative residing in Strasbourg, and Deputies who have the same decision-making powers as the Ministers. This intricate setup ensures continuous and effective governance within the Council of Europe.
