In 1946, the Comoro Islands became an overseas department of France, gaining representation in the French National Assembly. Administrative ties with Madagascar were severed in 1947, and the islands established their own customs regime in 1952. In August 1957, a Governing Council was elected on the four islands, and in 1961, the Comoros was granted autonomous rule with a constitution for internal self-government following a referendum where Comorans chose to remain part of France. This government included a territorial assembly and a Governing Council. In 1973, an agreement was made with France for Comoros to gain independence by 1978, but on July 6, 1975, the Comorian parliament declared unilateral independence, with deputies from Mayotte abstaining.
