Description

The Plan DN-III-E, or Civil Relief and Aid Plan for Disasters, is a series of measures implemented by the Mexican Ministry of National Defense, specifically the Mexican Army and Air Force, to respond to disasters affecting large groups of civilians in Mexico and abroad. Known as the 3rd Army mission, this plan is based on the Civil Protection Act, the National Development Plan, and the Organic Law of the Mexican Army and Air Force, coordinated by the National Civil Protection System (SINAPROC).

Initiated after World War II, the plan was formalized on September 18, 1965, as the National Defense Plan No. III, introducing Annex E for disaster aid. The first operation was in response to the 1966 Pánuco River floods. The plan proved successful, becoming a tradition for the Secretariat of National Defense. Following the 1985 Mexico City earthquake, the National Civil Protection System and the Plan Marina were officially created to enhance disaster response. The plan remains active, with deployments following the 2017 Chiapas and Mexico City earthquakes to provide disaster relief and support.

Obverse

Depicts the seal of the United Mexican States.

The Seal of the United Mexican States is a modified version of the national coat of arms, with the addition of the full official name of the country Estados Unidos Mexicanos, in a semi-circular accommodation in the upper part of the seal. Current and past Mexican peso coinage have had the seal engraved on the obverse of all denominations.

The coat of arms depicts a Mexican golden eagle perched on a prickly pear cactus devouring a rattlesnake. To the people of Tenochtitlan this would have strong religious connotations, but to the Europeans, it would come to symbolize the triumph of good over evil (with the snake sometimes representative of the serpent in the Garden of Eden).

Reverse

Depicts the distinctive bracelet of the DN-III-E Plan, with the inscription "50 YEARS PLAN DN-III-E" and symbols representing the Mexican Army and Air Force. The year 1966 appears to the left of the bracelet, and 2016 to the right. Surrounding the bracelet, the text "SECRETARY OF NATIONAL DEFENSE" is at the top, and "MEXICAN ARMY AND AIR FORCE" at the bottom, all framed by a stylized cord. In the exergue, the denomination "$20" is shown, with the mint mark "M°" on the right and "TWENTY PESOS" at the top.

"Plan DN-III-E" stands for "Third Plan for Natural Disaster Emergencies," which translates to "Emergencies for Natural Disasters 3rd Plan."
