A consultative referendum was held in Taiwan on 20 March 2004 alongside the presidential elections. Voters were asked two questions about cross-strait relations between Taiwan and China. The referendum, initiated by President Chen Shui-bian, faced strong criticism from China, which viewed it as a step toward Taiwanese independence. The Pan-Blue Coalition called for a boycott, arguing that the referendum was illegal and unnecessary. Although over 90% of voters supported the questions, the results were invalidated due to a voter turnout of less than 50%.
