Albania's Declaration of Independence was proclaimed on 28 November 1912 in the coastal city of Vlorë, marking a pivotal moment in the nation's history. Led by Ismail Qemali, a prominent Albanian statesman, the declaration ended centuries of Ottoman rule and established Albania as an independent and sovereign nation. The event brought together delegates from various Albanian-inhabited regions, who convened to form a national assembly and lay the foundation for a provisional government.
This historic act occurred during a time of great regional upheaval, as the Balkan Wars threatened to divide Albanian territories among neighboring states. The declaration was therefore not only a statement of self-determination but also a political necessity to preserve Albania’s territorial integrity and cultural identity. The raising of the red flag with the black double-headed eagle, a centuries-old Albanian symbol, became an enduring emblem of unity and independence, celebrated annually as Flag Day (Dita e Flamurit).
