City of Labour Valour is a Russian honorary title assigned to cities who had an outstanding record of uninterrupted production of military and civilian products at industrial enterprises during World War II. It was established by federal law dated to 1 March 2020. The title is awarded by decree of the President of the Russian Federation. It was created as part of the diamond jubilee celebrations of the end of the war in 2020. It was awarded to twenty Russian cities. This distinction corresponds to the distinction of Hero City and City of Military Glory.

There are many privileges that come with being awarded with the title. In a city that was awarded the title, a stele is installed with the coat of arms of the city. On public events such as Labour Day, Victory Day (9 May) and their individual City Day, the city is entitled to host a fireworks show.

Depicts a fragment of the monument Soldier of the Labour Front and along the circumference inscriptions: ULYANOVSK at the top and CITIES OF LABOUR VALOUR on the band at the bottom.

Ulyanovsk, a historic city on the Volga River and the birthplace of Vladimir Lenin, played a crucial industrial and logistical role during World War II. It became one of the largest evacuation centers in the Soviet Union, receiving over 50 government institutions, industrial enterprises, and research organizations from frontline and occupied areas. The city's factories made a substantial contribution to the Soviet war effort: Plant No. 650 produced electric equipment for Katyusha rocket launchers; Enterprise No. 280 supplied aviation and tank components; and the Ulyanovsk Automobile Plant, created from the relocated ZIS factory, manufactured over 7,000 military trucks. The Volodarskiy Cartridge Works produced 5.6 billion cartridges—one-third of all Soviet output—while textile factories delivered millions of meters of cloth and army overcoats. For this massive contribution to victory and the heroic labor of its residents, Ulyanovsk was awarded the honorary title "City of Labour Valour" in 2020.

The Monument to the Soldier of the Labour Front in Ulyanovsk, unveiled on April 28, 2015 in 30-Letiya Pobedy Square, honors the civilian youth who supported the Soviet war effort during World War II. Sculpted by Maria Galas, it features a young boy beside a lathe, symbolizing the teenagers who worked in factories while adults fought at the front. Made of bronze and set on a granite pedestal inscribed in memory of wartime children, the monument stands as a powerful tribute to the resilience and sacrifice of the home front.
