The series is dedicated to the European capitals (Belgrade, Berlin, Bratislava, Budapest, Bucharest, Warsaw, Vienna, Kyiv, Chișinău, Minsk, Prague, Riga, Tallinn and Vilnius) liberated by Soviet troops during WWII.

On October 15, 1944, the Soviet troops during the Riga Offensive liberated the capital of Latvia from the German forces.

Depicts the memorial "Monument to the Soviet Army soldiers liberators of Latvia and Riga from the German invaders", located on the territory of the Victory Park in Riga, on the background of contour images of Riga’s architectural buildings, below the date of the city's liberation: "OCTOBER 15, 1944", above along the rim the city's name: RIGA.
