Description

The coin commemorating the Malta Independence constitution of 1964 is the first in the series of five coins that commemorate constitutional milestones in Maltese history. In 1849 the Maltese Islands had their first effective experience of political representation, through a process of democratic elections. On the 11 May 1849, Great Britain, by Letters of Patent, granted Malta a Constitution creating a Council of Government empowered to promulgate “laws for the peace, order and good government” of the country.

Obverse

Depicts a hand putting a vote into a ballot box. There are two inscriptions: the year at the bottom of the inner part of the coin, and at the top and right the inscription 'MALTA — First elected representatives 1849'. The twelve stars of the European Union surround the design on the outer ring.

Reverse

A geographical map of Western Europe spans the outer ring and inner core on the right side of the coin. The inscription 2 EURO is superimposed over the map of Europe, with the numeral “2” located in an open field representing the eastern Atlantic Ocean.

12 stars are located on the right side of the outer ring, with six stars atop the map of Europe and six stars below it; six vertical stripes cut across the inner core of the coin, visually connecting the upper and lower star segments.

Luc Luycx, a designer at the Royal Belgian Mint, designed the Euro’s common reverse; his initials, LL, are seen on the right side of the design, just under the “O” in “EURO.”
