The Customs and Monopolies Agency (Italian: Agenzia delle dogane e dei monopoli, abbreviated as ADM), sometimes also referred to as the Excise, Customs, and State Monopolies Agency, is one of the three Italian fiscal agencies (the others being the State Property Agency and the Revenue Agency) that carry out technical and operational activities that were previously under the jurisdiction of the Ministry of Finance. In particular, ADM is responsible for regulation, collection, and supervision in the areas of customs, excise duties, and state monopolies related to energy, alcohol, tobacco, and gambling.
From a historical and legal perspective, the Customs and Monopolies Agency traces its origins back to the Customs Administration established by the initiative of the Minister of Finance, Pietro Bastogi. This administration, in turn, succeeded the operational activities of the General Directorate of Customs of the Kingdom of Sardinia's Ministry of Finance, established in 1853, following the proclamation of the Kingdom of Italy on March 17, 1861.
