The inner part of the coin depicts the conversion of Saint Paul on the road to Damascus (with the city visible in the background); the saint, dazzled by a light from the sky, falls from his rearing horse. Two inscriptions are engraved around the portrait: on the left side, an inscription denoting the issuing country Vatican City; on the right side, the legend Year of Saint Paul the Apostle. The year mark is inscribed to the right of the portrait, as well as the mintmark R and the artist's name. Beneath the portrait are the initials of the engraver. The twelve stars of the European Union surround the design on the outer ring of the coin.

Paul's conversion can be dated to 31–36 by his reference to it in one of his letters. It took place on the road to Damascus, where he reported having experienced a vision of the resurrected Jesus. The account says that "he fell to the earth, and heard a voice saying unto him, Saul, Saul, why persecutest thou me?" Saul replied, "Who art thou, Lord? And the Lord said, I am Jesus whom thou persecutest: [it is] hard for thee to kick against the pricks (goads)."

According to the account in Acts 9:1–22, he was blinded for three days and had to be led into Damascus by the hand. During these three days, Saul took no food or water and spent his time in prayer to God. When Ananias of Damascus arrived, he laid his hands on him and said: "Brother Saul, the Lord, [even] Jesus, that appeared unto thee in the way as thou camest, hath sent me, that thou mightest receive thy sight, and be filled with the Holy Ghost." His sight was restored, he got up and was baptized.

12 stars are located on the right side of the outer ring, with six stars atop the map of Europe and six stars below it; six vertical stripes cut across the inner core of the coin, visually connecting the upper and lower star segments.

Luc Luycx, a designer at the Royal Belgian Mint, designed the Euro’s common reverse; his initials, LL, are seen on the right side of the design, just under the “O” in “EURO.”
