The Senate of Pakistan, also known as Aiwān-e-Bālā Pākistān, serves as the upper house of Pakistan's bicameral Parliament, constitutionally designated as the House of the Federation. As of 2023, it comprises a maximum of 96 members, with 92 elected by provincial legislatures through single transferable vote, and four representing the Federal Capital. Senators serve six-year terms, with half of the chamber facing election every three years. Unlike the National Assembly, the Senate is a permanent body and cannot be dissolved.
Established in 1973, the Senate's composition and powers are outlined in Article 59 of the Constitution of Pakistan. Each province is equally represented by 23 senators, regardless of population, while the Islamabad Capital Territory is represented by four senators, all serving staggered six-year terms. The Senate secretariat is located in the east wing of the Parliament Building, with the National Assembly convening in the west wing.
